About Double Umbrella Publications
Fighting for Your Children with Parental Rights Laws
There’s no one who understands your concern for your child’s education quite like another parent. Kelly Himes Brolly is that parent – as well as a lawyer, educator, and public school advocate who drew on her decades of experience to write a book on the subject. As a mother of children who attended public schools, Kelly teaches the “system” and gives an abundance of examples, illustrations, tips, arguments, and links to resources in all 50 states.
From one parent to another: There is no better time to protect your child than the present.

Your Double Umbrella
Double Umbrella Publications draws its name from the two constitutions that protect your rights: The Federal Constitution and your State Constitution. Together, these constitutions provide distinct and overlapping protection — a ‘double umbrella’ — that ensures your protection from the laws and government actions that abridge your rights. The umbrella is also a fitting symbol because,
in some parts of the world, an umbrella is called a “brolly.”
With the proper resources, any parent can learn:
How to navigate and respond to controversial educational topics.
Where to find your state school laws, rules, and rights in all 50 states.

Kelly Himes Brolly: Her Legal Career
A former public school teacher and attorney with over three decades of experience in law and education, Kelly Himes Brolly was admitted to the Pennsylvania and New Jersey bars in 1994 and began her litigation practice as a judicial clerk for a trial judge in Center City Philadelphia. Thereafter, she gained extensive litigation experience at Fox Rothschild, LLP, a large nationally-ranked law firm.
After moving to Georgia, Kelly became involved in education legislation, full-time clinic coverage, public school funding, charter systems, charter schools, school system policy, and various federal programs for students such as 504

Kelly added to her bar admissions when she was admitted to practice in Georgia in 2016. Subsequently, she worked for a firm in Roswell, Georgia, representing clients in education law matters. Well-versed in trial and appellate work, in 2019 Kelly co-authored an amicus curiae (friend of the court) brief submitted to the United States Supreme Court on a federal constitutional issue.
In addition to three state bars, she is admitted to practice before several United States District Courts as well as the Court of Appeals of the Third Circuit and the Supreme Court of the United States.
Laws, Rules, and Rights: A Guide to Protecting Children in Public Schools
This book was designed, first and foremost, to be an accessible tool for parents and educators like you to understand and apply your parental rights in public schools. Though no public school’s curriculum will ever be perfect, there are systems in place to ensure that you, the parent or guardian, can be the deciding factor in the education of your children.
This book also includes established resources and detailed information that is vital for education-conscious parents to know, from how to overturn a school board decision to when and how to opt your child out of a controversial public school curriculum. These resources and more are presented clearly and elegantly in Kelly’s new book, Laws, Rules, and Rights.
